IRCC Invites 7,000 Candidates in All-Program Draw, Tying Record-High Draw Size

In the latest Express Entry draw of 2023, Immigration Refugees and Citizenship Canada (IRCC) has invited 7,000 candidates to apply for immigration to Canada through an all-program draw. The Express Entry system is Canada's flagship program for managing skilled worker applications for permanent residency.

This draw included candidates from the Federal Skilled Worker Program (FSWP), the Canadian Experience Class (CEC) and the Federal Skilled Trades Program (FSTP), with a minimum Comprehensive Ranking System (CRS) score of 484. The CRS is a points-based system used to rank candidates in the Express Entry pool based on factors such as age, education, work experience, language proficiency, and more.

This draw size ties the largest-ever all-program draw that took place on March 15, where 7,000 candidates were also invited, but the minimum CRS score required was 490. The second-largest Express Entry draw size of all-time was the CEC-only draw that took place in February 2021.

It's surprising that IRCC has invited Express Entry candidates two weeks in a row as these draws usually take place bi-weekly. However, this draw appears to indicate that IRCC is back to its regular procedure of considering all candidates in the Express Entry pool.

In the earlier part of 2023, Express Entry draws were focused on candidates in the Provincial Nominee Program (PNP), with four PNP-only draws and one that targeted candidates in the Federal Skilled Worker Program on February 2. Nonetheless, this latest all-program draw marks a significant change in the selection process.
